It is a program which 1) STATES MUST APPLY FOR and is part of a grant that will be available to states for preventive care.
2) IT IS SOMETHING THE STATES THEMSELVES MUST DEVELOP not something that is being imposed
3) IT IS  A SUPPORT/EDUCATION PROGRAM not a decision making program.  along the line of WIC.  It is to provide support for parents, not take over control from parents.  There is no mechanism that allows the government to have guardianship, say or control over the decisions of the family. 

Disagree with the parts of the program if you like; that&#039;s legitimate.  What isn&#039;t legitimate is misrepresenting portions of the proposal to cause fear to advance your own agendas.

Many states are or have considered spanking laws, and many parent services in states that allow spanking consider the practice abuse. There is more much more that is in darkness that needs to be in the light.</description>
